It was a tough week for the markets, with fear hanging in the air over the fate of the Federal Reserve's bond-buying program and over last week's market stumble. Both the Dow Jones Industrial Average (DJINDICES: ^DJI  ) and the S&P 500 posted their worst weeks of the year, after declining 2.23% and 2.1%, respectively. The blue chip index lost 344 points over the past five days, with the worst single-day slide of 225 points coming on Thursday. The Nasdaq also lost 1.56% this past week, held at a reasonable loss thanks to Apple and the multimillion-dollar Tweet from Carl Icahn.

Before we hit the Dow losers, let's look at this week's best-performing component. Caterpillar (NYSE: CAT  ) , with a gain of 0.77%, was the only Dow stock that rose this past week. As gold, silver, and platinum rise, the value of the mining equipment Caterpillar makes also rises, and if prices can sustain their current levels, we're likely to see increased orders for its machinery as more people try to dig gold out of the ground. �

    How do you turn a frown upside down? If you’re Cummins (CMI), you announce a dividend hike and a $1 billion share buyback.

    At around 2:30, Cummins said that it would increase its dividend to 78 cents from 62.5 cents, a jump of nearly 25%, while also announcing that it would buy back an additional $1 billion in shares after the completion of its current $1 billion repurchase plan.

    At the time of the announcement today, Cummins shares were down 0.6% at $155.11. Since then, they’ve gained 1.1% and are now up 0.5% at 156.83 at 2:58 p.m.

    Before the opening bell on Tuesday, aerospace and industrial components manufacturer Barnes Group Inc. (B) announced that it has entered into a definitive agreement to acquire M盲nner, a privately held, Germany-based company that is a leader in high precision mold-making, valve gate hot runner systems, and system solutions for the medical/pharmaceutical, packaging, and personal care/health care industries.

    Barnes Group has agreed to purchase all of the capital stocks of M盲nner�operating companies for ��75 million, or about $372.6 million. Following the closing of the deal, which is expected to occur in October or November of 2013, M盲nner�will operate as a business unit within Barnes Group’s Industrial Segment.

    M盲nner�operates out of three manufacturing locations in Germany, Switzerland, and the United Sates. Furthermore, it has sales offices in Europe, China, and Japan.

    Barnes Group shares were inactive during pre-market trading on Tuesday. The stock is up 55.48% year-to-date.
