A number of sources, from Fitch Ratings to UBS,�have decided that it's time for investors to get out of department stores. The argument is that customers are trending more toward specialty retailers, and that the benefit well for department store stocks is all but dried up. Other observers aren't sold on the idea, though, and the National Retail Federation ranks among the skeptics. Daniel Butler, a VP of retail operations with the Federation, said that department stores are actually outperforming the retail sector overall.

For investors, it may simply be a matter of being more selective. The range of department stores and performances is broad, so here are three of the bigger players, and how they stack up against one another.

J.C. Penney
At the bottom of the pile is J.C. Penney (NYSE: JCP  ) . I vacillate between thinking that J.C. Penney is about to go out of business and take everyone down with it and thinking that it's about to go out of business but liquidate its real estate to generate some value for investors. Either way, things at the retailer are not working out. Last quarter, both net sales and comparable sales were down more than 16%. The company's loss per share doubled from the quarter last year.

    I went out on a limb last week, and now it's time to see how that decision played out.

    I predicted that Apple (NASDAQ: AAPL  ) would close higher on the week. I felt that taking the stage for WWDC 2013 would give the consumer-tech giant the ideal opportunity to win back the market's waning interest in its products. The new cylindrical Mac Pro is cool. The iOS update is a welcome upgrade. There's even hope that iTunes Radio will be a game-changer in streaming. However, the stock actually sold off on the news. I was wrong. I predicted that the tech-heavy Nasdaq would outperform the Dow Jones Industrial Average. (DJINDICES: ^DJI  ) . This has been a tricky call lately, so how did it play out this time? Well, the market closed lower this week. The Nasdaq moved 1.3% lower on the week, but the Dow managed to close 1.1% lower. I was wrong. My final call was for Ulta Beauty (NASDAQ: ULTA  ) to beat Wall Street's income estimates in its latest quarter. The beauty-salon operator has been posting blowout quarterly results over the past year, and I was banking on seeing the trend continue. Analysts were looking for a profit of $0.62 a share during the quarter, and it came through with net income of $0.65. I was right.

    One out of three? Bummer! I can do better than that.

    Ulta Salon Cosmetics & Fragrance (ULTA) shares plunged 15.7% to $99.50 after the beauty products retailer�� quarterly results and outlook fell short of Wall Street expectations. The company reported third-quarter earnings of 70 cents a share on revenue of $618.9 million. Results included a severance charge of 2 cents a share. Analysts were expecting 74 cents a share on revenue of $622.1 million. For the current quarter, Ulta expects to earn between $1.07 a share to $1.10 a share on revenue of $853 million to $867 million. Analysts expect $1.24 a share on revenue of $893.6 million.

    Canadian-based Hudson's Bay has announced that it will purchase luxury retailer Saks (NYSE: SKS  ) for $16 per share in a deal valued at $2.9 billion. The appeal here for Hudson's Bay is interest in Saks' high-end real estate. In fact, the department store chain's Fifth Avenue Manhattan�address alone is worth an estimated $805 million, according to Deborah Weinswig of Citigroup.

This stock is in play with the bulls so far in 2013, with shares up sharply by 151%.

    If you take a look at the chart for Raptor Pharmaceuticals, you'll notice that stock has been uptrending strong for the last six months, with shares soaring higher from its low of $5.50 to its recent high of $15.29 a share. During that uptrend, shares of RPTP have been consistently making higher lows and higher highs, which is bullish technical price action. That move has now pushed shares of RPTP within range of triggering a big breakout trade.

    Traders should now look for long-biased trades in RPTP if it manages to break out above some near-term overhead resistance levels at $14.99 a share to its 52-week high at $15.29 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average volume of 844,332 shares. If that breakout triggers soon, then RPTP will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are $18 to $20 a share, or even north of $20 a share.

    Traders can look to buy RPTP off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support levels at $13.69 a share or at $13 a share. One can also buy RPTP off strength once it takes out those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

KB Home Turns Q2 Profit; Beats Estimates (KBH)

Before Friday’s opening bell, homebuilder KB Home (KBH) released its second quarter financial results, which came in higher than last year’s Q2 earnings. 

KBH’s Earnings in Brief

KBH posted Q2 earnings of $26.62 million, or 27 cents per share, compared to a net loss of $2.97 million, or 4 cents per share, a year ago. Revenue rose 8% to $565 million, from $524.4 million last year. On average, analysts expected to see EPS of 20 cents and revenues of $563.1 million. The company delivered 1,751 homes in the most recent quarter, compared to 1,797 homes in the same quarter last year.

President and CEO Jeffrey Mezger commented: “We acquired several attractive large land positions and substantially advanced our land development in the second quarter to reinforce the upward trajectory of our business.We expect to measurably expand our community count into 2015 with the significant investments we are making in our land pipeline. APL conducts its business in the midstream segment of the natural gas industry through two reportable segments: gathering and processing, and transportation, treating and other. The gathering and processing segment consist! s of the A! rkoma, WestOK, WestTX and Velma operations, which are comprised of natural gas gathering and processing assets servicing drilling activity in the Anadarko, Arkoma and Permian Basins, and natural gas gathering assets located in the Barnett Shale play in Texas and the Appalachian Basin in Tennessee. The company announced that it has purchased the privately held Care Pharmaceuticals, based in New South Wales, Australia.
